We are thrilled to share with you that Montgomery County’s newly expanded Make Office Vacancy Extinct (MOVE) Grant Program application is now online. Businesses must apply within 180 days of signing a new or expanded lease to receive a grant to help offset office rental costs. You can read more about the MOVE Act in this CoStar article.
As lead sponsor of the underlying legislation, Councilmember Evan Glass recognizes that:
“The recent election has created tremendous uncertainty in the commercial real estate market in the county and across the national capital region. Combined with already high office vacancy rates, we are sending a clear message to the business community that Montgomery County is a welcoming destination for relocation and growth. If we strive to be a place where residents can live, work and raise a family, we need to support our business community and create opportunities for everyone to thrive in Montgomery County.”
Details about the updated MOVE Grant Program:
- Provides funding to businesses growing by at least 500 square feet of office space in Montgomery County.
- Eligible businesses will receive an award of $8 to $15 per square foot of the expanded space, depending on the total amount of new space leased in Montgomery County.
- The program continues to award businesses funding for signing their first lease in the County.
- Companies frequently use this type of funding to help build out their new space.
The Department of Housing and Community Development (DHCD) through the Neighborhood BusinessWorks (NBW) program, is offering up to $2,000,000 of Business Boost microgrants ranging from $20,000 to $50,000 to support small businesses who need capital for growth and/or expansion opportunities. Applications will be accepted online starting September 23, 2024, at 12 PM EST. The application round is projected to close when funds are exhausted.

The Business Boost microgrant assists businesses seeking to expand their business, or establish a location, with a preference to supporting home-based businesses in establishing their first commercial location outside of the home. Business Boost funding will seek to fund businesses that meet one or more of the priority impact attributes that lead to growing the economy throughout the state. A few of the priority impact attributes are:
- Businesses within a Sustainable Communities area.
- Innovative small businesses that drive innovation or technology advancements.
- Businesses that are growing new industries.
- Businesses focused on regional strengths to grow local economies.
- Businesses that leverage partnerships between local school districts, community colleges, and other higher education institutions in Maryland.
- Minority Business Enterprise (MBE).

The Montgomery County Department of Health and Human Services Early Childhood Services, in partnership with the Office of Grants Management (OGM), is soliciting grant applications for the County’s FY 2025 EquiCare: Subsidy Seats Grant Program from licensed child care programs to help families with family incomes below the 400% poverty level access high-quality infant and toddler (age 6 weeks through 3 years) child care seats. The EquiCare Grant is designed to support families beyond the eligibility criteria for the Maryland Child Care Scholarship (CCS) or Montgomery County's Working Parents Assistance (WPA) Program, by eliminating the work/education requirement for parents and focusing strictly on family income.
FY24 EquiCare: Subsidy Seats award amounts will vary, with a total pool of $2,200,000. The minimum grant award that will be considered for any applicant is $282,720 for centers and letter of compliance programs and $57,504 for family child care and large family child care. Organizations with more than one facility in the County must submit a separate application for each facility. Applicants will submit multi-year funding proposals of three (3) years but funding beyond the first 12 months will be contingent on both satisfactory project performance and future Council appropriations.

- You are an MSDE licensed family child care, child care centers, or letter of compliance programs located in Montgomery County?
- Your program is published in Maryland EXCELS at levels 3 or higher?
- Your program is accredited?
- Your teacher meets qualifications: Teacher/Family Child Care Provider: AA degree in ECE or Infant Toddler CDA and 2 years’ experience.

The Build Our Future Grant Pilot Program and Fund (Fund) is a financing resource operated by the Maryland Department of Commerce (Commerce), to provide grants for innovation infrastructure projects intended to support innovation in an eligible technology sector.
In FY24 $9.0 million was awarded to transformative projects that accelerate the growth of the state’s strategic industry sectors. See the press release here for more information on these projects.
The Office of Grants Management is soliciting grant applications for the County’s FY 2024 Quarters 3 and 4 Community Projects Fund (CPF) Grants Program from qualified nonprofit organizations providing direct services to or advocacy for Montgomery County community members. Both, the County Executive’s FY24 Recommended Budget and the County Council’s FY24 Approved Budget (Resolution 20-184) provide $1 million in one-time funding for small, emerging, and volunteer led nonprofit organizations to implement small, community focused projects, initiatives, and events. FY24 CPF Grants Programs will be offered as a quarterly application with at least $250,000 available in each cycle. Additional funding may be added to this pool from other County sources and may have further priorities, restrictions, and/or requirements. Funding may be awarded to new initiatives or to projects supported by Community Grants in previous fiscal years. FY24 CPF Grants Program applicants may request funding between $5,000 and $25,000. The performance period of these grant awards will be six (6) months from the award date as the goal of this program is to support specific, short-term initiatives instead of ongoing, full, or multi-year programs.
Note that the launch of the third and fourth quarter competitions for the FY24 CPF Grant Program have been delayed by the volume of applications received in earlier quarters and other grants programs. Applications for Quarter 1 and Quarter 2 are under active review with results expected before the deadline for this quarter’s competition.

The Office of Food Systems Resilience (OFSR), in partnership with the Office of Grants Management (OGM), is soliciting grant applications for the County’s FY 2024 Resident and Community Gardening Grant Program from organizations that expand resident and community food production capacity as a means of increasing local food security. $200,000 in total grant funding is available for initiatives that will expand local food production through home and community farming and gardening. Funding may be awarded to new initiatives or expansion of existing programs.
The minimum award that applicants may request is $10,000 and maximum award is $50,000. The performance period for these grant awards is anticipated to be on/about May 31, 2024 to on/about August 31, 2025
