Brief Scope of Work: 5.2.1. The county seeks proposals from qualified, experienced entities to provide a Commercial Off the Shelf (COTS) EHR system as well as system development, configuration, modifications, and updates, specify processes and requirements for additional software or services not included in the COTS system, that is certified, cloud-based, Health Insurance Portability and Accountability Act (HIPAA) compliant and compliant with all local, State, and Federal laws. The successful Offeror, herein after referred to as ‘Contractor’ must also provide medical claims clearinghouse services. The system must respond to the county’s efforts of maximizing care, sustainability and process improvement.

5.2.2. All compensation payable under any Contract resulting from this solicitation is subject to and contingent upon the County’s appropriation and encumbrance of funding for this program described in this solicitation. This solicitation will result in one Contract.

5.2.3. Offerors may submit joint proposals and/or include sub-contractors in their proposals. Joint proposals must reflect formal commitments between/among the identified parties. Sub-contractors and their roles must be identified in the proposal, including a description of how services will be delivered. In these cases, Offerors are encouraged to include Letters of Intent in their proposals. The County will contract with the lead organization who will be responsible for the sub-contractor’s/partner’s work. If the Offeror proposes to supply any sub-contractors to provide certain program services, the Offeror must indicate the name(s) of any sub-contractors and provide a plan for how any sub-contractors will be utilized. All sub-contractors are subject to County review and approval.

Innovation and Founders Grant portal now live

Montgomery County, Md. –Montgomery County Executive Marc Elrich announced the launch of two groundbreaking funding programs designed to support innovative early-stage businesses and underrepresented entrepreneurs: the Technology Innovation Fund and the Founders Fund. These programs offer a combined $10 million in commercialization grants to spur economic development and create equitable opportunities for growth and prosperity.

About the Technology Innovation Fund

The $7 million Technology Innovation Fund will provide grants of up to $200,000 to early-stage businesses developing proprietary technology with high growth potential. Funds will support commercialization projects that bring innovative products closer to market, helping businesses to achieve significant milestones.

About the Founders Fund

The $3 million Founders Fund offers grants of up to $100,000 to early-stage entrepreneurs from historically underrepresented communities who face systemic barriers to accessing capital. Eligible applicants must demonstrate how their proposed commercialization project will drive their business growth.

Eligibility for the Founders Fund will be assessed using Montgomery Planning’s Community Equity Index, Maryland’s Minority Business Enterprise via Maryland DOT—Certification Management System and Veteran Owned Business Enterprise Program, and the Certified as a Women or Veteran-owned Business by the U.S. Small Business Administration (SBA) Women or Veteran-owned certification tools.

" I was proud to spearhead this initiative — the largest economic development package in the County's history — to help jumpstart our local economy. These complementary funds will reduce barriers for emerging businesses and entrepreneurs, intentionally capitalize on our world-class talent with expanded opportunities, and build on our reputation as a global destination for innovation."

Application Process

To ensure a fair and unbiased review process, applications will be evaluated by FedTech, an independent third-party organization with expertise in connecting innovative technologies to commercial markets. Awardees also will receive up to two hours of technical assistance from FedTech to further enhance their chances of success.

Montgomery County is partnering with MCEDC to facilitate the promotion and selection process. Award notifications will be made during March. If funds remain after the first round, a second application round will open in Spring 2025.

Montgomery County, Maryland Founders Fund

Applications Open:
November 25 - December 13, 2024

The Montgomery County, MD Founders Fund supports commercialization projects for small businesses that historically have lacked access to capital. This fund offers up to $100,000 per grant awardee.

Who Can Apply

Company must have raised at least $50,000 but no more than $5M, and be either:

  • A business with a specific commercialization project identified that will advance the company’s business growth, and
  • Certified as a Minority, Female or Disabled or Veteran owned business by the Maryland’s Minority Business Enterprise or Maryland’s Veteran Owned Business Enterprise Program Maryland DOT - Certification Management System; and/or
  • Be located in a Montgomery County Community Equity Index(CEI) disadvantaged location (as defined on this map as being in a “Highly Disproportionate – Disadvantaged,” “Moderately Disproportionate – Disadvantaged” or “Slightly Disproportionate – Disadvantaged” location).

Montgomery County, Maryland Technology Innovation Fund

The Montgomery County, MD Technology Innovation Fund supports commercialization projects that advance proprietary technology that is critical to business growth. This fund offers up to $200,000 per grant awardee.

Who Can Apply

Early to growth-stage technology companies with proprietary technology innovations

Technology companies focused in one of the County- identified priority sectors including advanced manufacturing, AI, biotechnology, cleantech, cybersecurity, health tech, hospitality tech, medtech, quantum computing, and other emerging technologies

Enterprises demonstrating clear commercialization potential and the ability to create high-quality jobs in Montgomery County, MD.

Businesses with a specific commercialization project identified that will advance the company’s business growth.

Eligibility Requirements

Company must be:

A for-profit Maryland-based LLC, S-Corp, or C-Corp company, located in Montgomery County, MD, with its county location defined as:

Headquartered in Montgomery County, MD with 51% or more of senior management, administrative and strategic operations performed within Montgomery County, MD; OR
With 51% or more of company’s R&D conducted in Montgomery County, MD.

Chartered in or duly registered to do business as a foreign entity in Maryland, specifically Montgomery County, MD.

In good standing with the federal government and the State of Maryland, including holding a valid Maryland business registration number and a valid federal tax ID number.

Located in Montgomery County, MD (as defined above for at least three months prior to the closing application date.)

At least three months old and no older than 10 years based on the date of the company formation.

Employers of at least one full-time employee and no more than sixteen full-time employees.

How Can the Funds Be Used?

These funds are intended to support technology commercialization projects which are key to accelerating the applicant company’s growth in Montgomery County, Maryland. Therefore, award applicants should identify projects with specific milestones and show how achieving these milestones is important to the business’ commercialization and/or business growth activities.

It is more important to align the amount of funding requested to a meaningful project with defined milestones, than to request more funding than is deemed reasonably necessary to attain the project’s goals.

We are thrilled to share with you that Montgomery County’s newly expanded Make Office Vacancy Extinct (MOVE) Grant Program application is now online. Businesses must apply within 180 days of signing a new or expanded lease to receive a grant to help offset office rental costs. You can read more about the MOVE Act in this CoStar article.

As lead sponsor of the underlying legislation, Councilmember Evan Glass recognizes that:

Details about the updated MOVE Grant Program:

  • Provides funding to businesses growing by at least 500 square feet of office space in Montgomery County.
  • Eligible businesses will receive an award of $8 to $15 per square foot of the expanded space, depending on the total amount of new space leased in Montgomery County.
  • The program continues to award businesses funding for signing their first lease in the County.
  • Companies frequently use this type of funding to help build out their new space.

The Department of Housing and Community Development (DHCD) through the Neighborhood BusinessWorks (NBW) program, is offering up to $2,000,000 of Business Boost microgrants ranging from $20,000 to $50,000 to support small businesses who need capital for growth and/or expansion opportunities. Applications will be accepted online starting September 23, 2024​, at 12 PM EST​. The application round is projected to close when funds are exhausted.

The Business Boost microgrant assists businesses seeking to expand their business, or establish a location, with a preference to supporting home-based businesses in establishing their first commercial location outside of the home. Business Boost funding will seek to fund businesses that meet one or more of the priority impact attributes that lead to growing the economy throughout the state. A few of the priority impact attributes are:

  • Businesses within a Sustainable Communities area.
  • Innovative small businesses that drive innovation or technology advancements.
  • Businesses that are growing new industries.
  • Businesses focused on regional strengths to grow local economies.
  • Businesses that leverage partnerships between local school districts, community colleges, and other higher education institutions in Maryland.
  • Minority Business Enterprise (MBE).

The Montgomery County Department of Health and Human Services Early Childhood Services, in partnership with the Office of Grants Management (OGM), is soliciting grant applications for the County’s FY 2025 EquiCare: Subsidy Seats Grant Program from licensed child care programs to help families with family incomes below the 400% poverty level access high-quality infant and toddler (age 6 weeks through 3 years) child care seats. The EquiCare Grant is designed to support families beyond the eligibility criteria for the Maryland Child Care Scholarship (CCS) or Montgomery County's Working Parents Assistance (WPA) Program, by eliminating the work/education requirement for parents and focusing strictly on family income.

FY24 EquiCare: Subsidy Seats award amounts will vary, with a total pool of $2,200,000. The minimum grant award that will be considered for any applicant is $282,720 for centers and letter of compliance programs and $57,504 for family child care and large family child care. Organizations with more than one facility in the County must submit a separate application for each facility. Applicants will submit multi-year funding proposals of three (3) years but funding beyond the first 12 months will be contingent on both satisfactory project performance and future Council appropriations.

If you can answer YES to all these questions, then you may be eligible for this grant:

  • You are an MSDE licensed family child care, child care centers, or letter of compliance programs located in Montgomery County?
  • Your program is published in Maryland EXCELS at levels 3 or higher?
  • Your program is accredited?
  • Your teacher meets qualifications: Teacher/Family Child Care Provider: AA degree in ECE or Infant Toddler CDA and 2 years’ experience.

The Build Our Future Grant Pilot Program and Fund (Fund) is a financing resource operated by the Maryland Department of Commerce (Commerce), to provide grants for innovation infrastructure projects intended to support innovation in an eligible technology sector.

In FY24 $9.0 million was awarded to transformative projects that accelerate the growth of the state’s strategic industry sectors. See the press release here for more information on these projects.

The Office of Grants Management is soliciting grant applications for the County’s FY 2024 Quarters 3 and 4 Community Projects Fund (CPF) Grants Program from qualified nonprofit organizations providing direct services to or advocacy for Montgomery County community members. Both, the County Executive’s FY24 Recommended Budget and the County Council’s FY24 Approved Budget (Resolution 20-184) provide $1 million in one-time funding for small, emerging, and volunteer led nonprofit organizations to implement small, community focused projects, initiatives, and events. FY24 CPF Grants Programs will be offered as a quarterly application with at least $250,000 available in each cycle.  Additional funding may be added to this pool from other County sources and may have further priorities, restrictions, and/or requirements. Funding may be awarded to new initiatives or to projects supported by Community Grants in previous fiscal years. FY24 CPF Grants Program applicants may request funding between $5,000 and $25,000.  The performance period of these grant awards will be six (6) months from the award date as the goal of this program is to support specific, short-term initiatives instead of ongoing, full, or multi-year programs.

Note that the launch of the third and fourth quarter competitions for the FY24 CPF Grant Program have been delayed by the volume of applications received in earlier quarters and other grants programs.  Applications for Quarter 1 and Quarter 2 are under active review with results expected before the deadline for this quarter’s competition.

The Office of Food Systems Resilience (OFSR), in partnership with the Office of Grants Management (OGM), is soliciting grant applications for the County’s FY 2024 Resident and Community Gardening Grant Program from organizations that expand resident and community food production capacity as a means of increasing local food security. $200,000 in total grant funding is available for initiatives that will expand local food production through home and community farming and gardening. Funding may be awarded to new initiatives or expansion of existing programs.

The minimum award that applicants may request is $10,000 and maximum award is $50,000. The performance period for these grant awards is anticipated to be on/about May 31, 2024 to on/about August 31, 2025
